Dallas Police Chief Brow fires three police officers and police reports representative

dallas_police_badgeDallas Police Chief David O. Brown terminated four employees during disciplinary hearings this afternoon.

Police Reports Representative Royce Thompson was involved in the following incident:

In January 2013, a criminal history check was conducted on Police Reports Representative Thompson in order for him to have Criminal Justice Information System access. The report revealed Mr. Thompson was arrested for Driving While Intoxicated by the Palmer Police Department on November 21, 2009.  In May 2010, Mr. Thompson pleaded “No Contest” before the Ellis County Court.  Mr. Thompson failed to notify a supervisor of his arrest or conviction.  The Internal Affairs investigation concluded that Mr. Thompson drove a vehicle under the influence of alcohol and was subsequently convicted of a DWI offense.  The investigation also concluded that Mr. Thompson failed to notify his supervisor of his DWI arrest.

Police Reports Representative Thompson was terminated for his actions.  Police Reports Representative Thompson was hired in November 1986 and was assigned to the Communications Services Section.

 

Police Officer Nicole Thomas, #8657, was involved in the following incident:

On March 9, 2013, at approximately 2:00 a.m., Officer Thomas, #8657, while off duty, rear ended another vehicle on Highway 175 in the City of Seagoville and then left the scene and drove home. While responding to the hit and run accident, a Seagoville police officer was driving by Officer Thomas’ residence and noticed that she was inspecting her damaged vehicle in her driveway. Officer Thomas reported to the Seagoville officer that she was the victim of a hit and run accident and subsequently transported to a hospital.  Seagoville police obtained a subpoena for Officer Thomas’ medical records and on April 1, 2013, Officer Thomas was charged with DWI.  The Internal Affairs investigation concluded that Officer Thomas drove a vehicle under the influence of alcohol and was involved in an accident where she left the scene.

For her actions in the above investigation, Officer Thomas was terminated.  Officer Thomas was hired in May 2005 and was assigned to the Southeast Patrol Division.

 

Police Officer Abiud Presbytero, #9859, was involved in the following incident:

On March 17, 2013, Police Officer Abiud Presbytero, #9859, became highly intoxicated and was involved in a disturbance with family members where the police were called.  Officer Presbytero ran from the scene but was subsequently located and arrested for Public Intoxication.  Once arrested and inside of the squad car, Officer Presbytero threatened to break the vehicle’s window, spit inside the car multiple times, attempted to get out of his handcuffs multiple times, violently banged his head against the vehicle’s partition and made threats towards the transporting officers.  Officer Presbytero was charged with Public Intoxication.  The Internal Affairs investigation concluded that Officer Presbytero was involved in a disturbance which resulted in a police response.  The investigation also concluded that Officer Presbytero was under the influence of alcohol while in public view.

Officer Presbytero was terminated for his actions.  Officer Presbytero was hired in June 2009.  He was assigned to the Southwest Patrol Division.

 

Police Officer James Jones, #8686, was involved in the following incident:

  • In March of 2011, a former girlfriend of Senior Corporal Jones called the Public Integrity Unit and advised that Senior Corporal Jones was transporting illegal drugs on rented planes.  The FBI and The Dallas Police Department’s Public Integrity Unit conducted surveillance of Senior Corporal Jones and determined that he flew a convicted felon to St. Louis 15 times and was paid approximately two thousand dollars for each trip. During these trips, Senior Corporal Jones learned that the convicted felon was on probation and they had discussions on the price of illegal drugs.  Senior Corporal Jones also associated with other individuals who authorities believe are connected with organized gangs and narcotic sales.
  • In April 2010, Senior Corporal Jones obtained a rent-free apartment for his girlfriend while he maintained another rent-free apartment. Senior Corporal Jones did not submit the required paperwork to the Department for either rent-free apartment. On December 18, 2011, Senior Corporal Jones conducted an MDC records check on a person which was not work related.

The Internal Affairs investigation concluded that Senior Corporal Jones associated with persons who were of immoral character, convicted felons, and other persons who habitually commit violations of the law.  The investigation concluded that Senior Corporal Jones engaged in adverse conduct when he used his position as a police officer to secure a rent-free apartment for another individual where he never intended to reside.  He also violated the Off-Duty Employment Policy.  The Internal Affairs Division investigation concluded that Senior Corporal Jones used City equipment for purpose other than Departmental business.

Officer Jones was terminated for his actions.  Officer Jones was hired in August 2005 and was assigned to the Southeast Patrol Division at the time of this incident.

Under civil service rules, all employees have the right to appeal their discipline.
