Gary Micinski, an experienced and accomplished school business manager and educator, has been named Chief Financial Officer (CFO) for Irving ISD. The Irving ISD Board of Trustees appointed him CFO by unanimous vote during a special-called meeting on July 20.

Micinski’s experience ranges from serving as a teacher in the 1980s and 90s to central office positions for the last 20 years. He has worked in Decatur ISD since 2000 as the district’s director of finance, assistant superintendent and most recently, as deputy superintendent.

As Decatur’s deputy superintendent, Micinski oversaw the district’s financial program including budget development, purchasing, accounting functions, salary and benefit systems and bond referendums. He also oversaw capital projects, ensured principals and central office personnel complied with state and federal programs, and prepared reports and presentations to the school board and public on a number of topics ranging from bond issues to the district’s budget and tax hearings.

“We are pleased to have Mr. Micinski join Irving ISD. He is known as a unique, dedicated and talented administrator whose understanding of school finance and business operations has been described as ‘second to none’,” says Superintendent of Schools Jose L. Parra, Ed.D.

Throughout his 20-years in school business operations, Micinski has managed more than $100 million of bond issues and bond refundings, earned “superior achievement” on all FIRST (Financial Integrity Rating System of Texas) ratings and led his school district to two rating increases by Moody’s Investor Service and Standard & Poor’s Financial Services.

“I am excited to be able to use my 20 years of school business experience in Irving ISD.  I believe the business function of a school district is to serve every student so they can be successful and to support the staff, businesses and taxpayers,” says Micinksi. “Irving ISD offers me the opportunity to be part of an excellent student-focused program.  I am excited to be part of a team with a mission to engage learners to become critical thinkers, leaders and contributors in a diverse and competitive world. I sincerely believe in public education and am looking forward to supporting Dr. Parra and the Board in any means possible to continue to accomplish the mission of Irving ISD.”

Prior to working in Decatur ISD, Micinski served as the business manager for Klamath County School District in Oregon; director of finance for Diboll ISD in Diboll, Texas; business manager for Lyford Consolidated ISD in Lyford, Texas; and a teacher for two Texas school districts: Willis ISD in Willis and Goose Creek Consolidated ISD in Baytown. His experience also includes working as an accountant for Ernst & Young Public Accounting in the early 1990s.

Micinski is a Certified Public Accountant (CPA) and a Registered Texas School Business Administrator (RTSBA) with the Texas Association of School Business Officials. He earned a bachelor’s degree in chemistry with a minor in business from Central Michigan University, a master’s degree in chemistry from the University of Oklahoma and a master’s degree in accounting from the University of Houston. He also holds teacher, principal and superintendent certifications for the State of Texas.

Micinski plans to begin his new role with Irving ISD in August, working alongside Debbie Cabrera, associate superintendent of business services, who will retire on August 31 after 18 years in Irving ISD and 33 years in public education.
