Three members of the Dallas Police Department have been honored with the 2026 State of Texas Law Enforcement Achievement Award for Professional Achievement, recognizing their contributions to policing, leadership and public service.
Deputy Chief Patricia Mora, Sgt. Norma Massu and Detective Ryan Diem were selected for the statewide honor, which recognizes law enforcement professionals whose work has had a significant and lasting impact on their agencies and communities.
Deputy Chief Mora was recognized for her leadership in advancing mentorship and professional development within the department. Officials credited her with creating the department’s annual Women’s Symposium, establishing a mentorship program for newly promoted commanders and supporting recruitment initiatives aimed at strengthening the future of the agency.
Sgt. Massu received the award for her commitment to honoring fallen officers through the department’s Street Topper memorial program. According to department officials, she has coordinated 55 memorial ceremonies, ensuring that each fallen officer is recognized with dignity while providing support to surviving families and fellow officers.
Detective Diem was honored for his investigative work, which includes major narcotics and firearms investigations, the department’s first use of the FireFly gunfire detection system as an investigative tool and participation in dive team recovery operations that have assisted in solving decades-old cases.
Dallas police officials said the three recipients represent excellence in leadership, service and innovation within the department and praised their efforts to improve policing while supporting the community and their fellow officers.
The State of Texas Law Enforcement Achievement Awards recognize officers and agencies across the state for exceptional accomplishments in public service, valor and professional achievement.
